Amendments to the Education Law introduced as of 1 September 2023 provide for a requirement to implement pre-school education programmes in the official language (Latvian).
The exception is the international baccalaureate programme in international preschools.

Beginning in the school year 2002/2003 includes compulsory training for school of pre-school-age children at pre-school establishments, pre-school groups at general schools and interest education establishments.

Until 2009 indicator 'Enrolment in preschool education institutions with Latvian and Russian language of instruction' included children in preschool education institutions of Latvian and Russian flows. Starting with 2009 children in Latvian and Russian flows are broken down according to the language of instruction and included in indicators 'Enrolment in preschool education institutions with Latvian language of instruction' and 'Enrolment in preschool education institutions with Russian language of instruction'.
